Former mayor, alderman and present journalist and lecturer, John Sewell has had a major impact on the city of Toronto and has frequently created headlines in his dealings with the police. He was considered a natural for this book, part of Lorimer's Canadian Issue series. The book is not a scholarly work but written more for the lay reader and student. It fills a void, as there are few books on police and policing in Canada. Necessarily, it covers a lot of ground in very few pages under such topics as "The Development of Policing," "Crime and Police," “The Structure of Policing," "Police Politics and Personality," and "Reforming the Police." Numerous examples are used for illustration in each of the chapters, and, although they are predominently from Ontario, this bias should not be construed as negative criticism. Anyone who conscientiously reads the major daily newspapers will find that there is much that is already known, but there are as well surprising facts and figures. Sewell's research is good, pertinent, and adequate for the job. He addresses the many sides of the issues under question with little bias and is fair to all perspectives in a complicated field such as this. The joy of this work is that much is brought together that was heretofore scattered throughout many works on law enforcement. It is readable, easy to understand, and would serve as an excellent base for any student in high school or college involved in law and criminology courses. I suspect this will become a standard starter for such courses because of the overview and questions raised. It is Canadian, current, topical, well presented, logically organized, and certainly an issue in everyone's life.
