An investigative journalist in Ottawa since 1975 and part-time teacher at Carleton University's School of Journalism, Sawatsky is also author of Gouzenko.* The Insiders focuses on political lobbyists in Ottawa and traces the history of the major "public affairs consultants" from the Pearson era to the present. Sawatsky depicts the careers of such leading practitioners as William Lee, William Neville and Frank Moores, describing their methods and their power. Sawatsky tells the story in a vivid and fluent style, reconstructing events and conversations, and presenting lively characterizations. There are eight pages of photo illustrations and an index of proper names. Acknowledgements include Carleton students who participated in the research process and the Library of Parliament. There is no specific documentation, either by footnote or by bibliography. The reader's acceptance of details of this fascinating story will rest on confidence in the author. Certainly, the topic is an important one for all who would understand how Ottawa works.
