This document grew out of a five-year project of the Standards Committee of the Young Adult and Children's Services Section of BCLA. In 1986, a survey {report also available) resulted in, among others, three general conclusions about children's services in British Columbia libraries: that the level and quality of services varied greatly, that few libraries had policy statements of any kind, and that there was inconsistent allocation of funds. The survey was followed by a literature search and both led to the development of these qualitative standards for children's services in public libraries. The document itself includes a preface by Sheila Egoff, an introduction outlining the context of the project, and a statement of philosophy of service, followed by guidelines for goal setting and planning, trustees, administration, budgeting, personnel, services, collections, physical facilities, and programming and public relations. Appendices include an explanation of the types of libraries in the province, the CLA statement of intellectual freedom, and the Canadian Charter of Rights and Freedoms, plus a bibliography. The difficulty with qualitative standards is, of course, that so much is left to interpretation, and 1 am concerned that the message in this valuable document might not be heard by those with the power to implement change. The guidelines in it call for children's librarians to act as advocates, and with this document in hand, that role will certainly be strengthened. For all libraries serving children.
