In On the Brink, Jim Cunningham, a reporter with the Calgary Herald, tries to explain the rapid rise in popularity of Preston Manning and the Reform Party. Many Reform policies have touched a very raw nerve in Canadians. Those who dislike multiculturalism, bilingualism, abortion and high taxes find Preston Manning's message a welcome relief from the policies of the three major parties. Reform's success is also due to the amazing void in Canadian political leadership. As the popularity of Prime Minister Mulroney has dropped like a rocket, the other leaders have stepped back in awe but have not been able to capitalize by suggesting alternatives to government policies. Only Manning has policies that promise to put an end to Canada's economic and political paralysis. Cunningham shows that Manning is a skilled practitioner of the art of politics and warns opponents not to underestimate him. He may be quiet and unassuming, but his outward image masks a shrewd and able leader, well placed to give the other leaders a real battle in the next election. This is an excellent booklet, ideal for providing an understanding of Reform and perfect for preparing students for debate on the party's policies. Thomas F.
